This page explains the cookies NailHandbook uses, and the short version is that it uses none. I checked in a browser on a live guide: the site sets no cookie, no third party sets one, and nothing is written to your browser storage. I keep this plain because that is how I keep everything here.
What a cookie actually is
A cookie is a small text file a website asks your browser to save — a setting you picked, or an ID that lets a service recognize your browser next time. It is not a program and cannot read your hard drive. None of that happens on NailHandbook, because there is no analytics, no advertising, and comments are off, so nothing here needs one.
How to refuse them
There is nothing to refuse, but your browser is still yours: block or clear cookies from any site whenever you like. The only outside call a page makes is an author avatar from Gravatar, which is an image. If I ever add a cookie, this page says so before it appears.
